Responsibilities
of the State Clearinghouse for Intergovernmental Assistance
(Clearinghouse) include the following grant-related products
and resources:
The
Intergovernmental Monitor
(commonly referred as The Monitor) which is prepared and
posted to our website. The Monitor provides information about
federal and State assistance activities. It summarizes projects
and proposals submitted to the Clearinghouse, each week, for
intergovernmental review. Intergovernmental
review is the term used to refer to the assessment of a
project or proposal for consistency (compliance) with known
State laws, policies, and guidelines.
The
Catalog of State Assistance Programs, commonly referred to
as the Red Book, is a free on-line, searchable database of
more than 700 programs assisting the citizens of Maryland
and local governments, including information on scholarships
available through State colleges and universities. It is located
on the Internet at https://www.mdp.state.md.us/clhouse/redbook/redbook.html
. It is a cooperative effort of State agencies providing information
on programs and grant oppertunities that offer financial and
technical assistance to local governments and individuals.
The Red Book identifies and describes programs offering both
financial and nonfinancial types of assistance. Nonfinancial
assistance may be in the form of services, regulations, etc.
Programs are cross-referenced with the sponsoring agency State
budget code and where possible with the Catalog of Federal
Domestic Assistance (CFDA).
Programs may be viewed by the sponsoring agency or through
a targeted search function related to applicant eligibility,
type of assistance, or keyword search. Using the Internet
allows sponsoring agencies to submit changes in program information
as often as necessary which helps to ensure that the contents
of the "Red Book" is current.
