The
review process (MIRC) used by the Clearinghouse provides for
the collection and transmittal of the views of State, regional,
and local officials in Maryland. It provides a sure and simple
means for learning about and commenting on specific federal
and State applications.
This
is done through a network of review coordinators which are
representatives working in a State agency or department, county,
local or regional governmental agency who work closely with
the Clearinghouse to obtain comments concerning a project
from their specific agency and transmits those comments back
to Clearinghouse.
The
review process:
Encourages
State agencies and local governments to comment on State and
federal activities;
Minimizes
duplication of effort and conflicting actions;
Identifies
and addresses potential inconsistencies between State, regional
and local plans and objectives;
Facilitates
the resolution of concerns and issues before project or plan
implementation;
Strengthens
communication and cooperation between various levels of government;
and
Promotes
the development of policies which are consistent with State
policies, goals and objectives
