Planning and Zoning are some of the most basic tools of land
use planning. Comprehensive Plans, also known as Master Plans,
capture how people want their communities to function and grow.
In Maryland, local jurisdictions are required to review and,
if necessary, to update their Comprehensive Plans every six
years, and the Maryland Department of Planning offers technical
assistance for these updates.
Zoning
is the primary tool jurisdictions use to help implement the
comprehensive plan. Zoning regulations, which are always accompanied
by a map, typically govern the type of land uses permitted
and how they can be configured on the land. Most jurisdictions
also have subdivision or development regulations that provide
further guidance for the development of land. MDP works with
local jurisdictions to revise their zoning codes and subdivision
regulations.
