Models and Guidelines for Managing Maryland's Growth Sensitive Areas, Volume II This publication is a supplement to Volume I, Preparing a Sensitive Areas Element for the Comprehensive Plan. It can be used to prepare written materials needed to expand the Sensitive Areas Element of the Comprehensive Plan and prepare land use regulations that will minimize the adverse environmental effects of development on Sensitive Areas. It can also be used to structure educational programs for schools; to guide mitigation and enhancement efforts; and to promote a broad-based stewardship ethic that guides day-to-day individual actions. In addition, the report is intended to stimulate ideas, discussion, and creative approaches about maintaining Maryland's diverse natural heritage so that future residents can enjoy the numerous assets and resources that make the State a desirable place to live and work.
